Wilhelmine Babua

Executive leadership

Wilhelmine Babua holds a bachelor’s degree in social work with a minor in sociology and a Certificate in Intervention with Women from Laurentian University in Ontario. She is currently writing her master’s thesis in social work on the impact of intimate partner violence on the mental health of child witnesses aged 0 to 17 in the context of French-speaking immigration in Canada. She recently worked as a social worker at the Viamonde school board. She is a registered social worker in Ontario.

Wilhelmine has proven experience in education, as an educator working with children with special needs and as a manager of child care centres in the Halton and Durham regions. She served as teachers’ representative on the school council of Viamonde’s Ronald Marion elementary school. She also worked at Collège Boréal as an instructor supervising student placements in the early childhood education program.

She sits on the board of COFRD (Conseil des Organismes Francophones de la Région de Durham) and received a certificate of recognition from COFRD for her volunteer commitment to the French-speaking community.

Internationally, she is a board member of the Christian International School in Kinshasa, Democratic Republic of the Congo.

Ms. Bever is a bilingual lawyer based in Ontario. She specializes as a workplace lawyer and investigator, conducting investigations in French and English. Her expertise covers workplace harassment and discrimination, including sexual harassment and discrimination based on gender, sex, race and ethnicity.

She previously served as a bilingual lawyer at the Human Rights Legal Support Centre, representing clients in mediations and hearings before the Human Rights Tribunal of Ontario. She also gained several years of experience at the Law Society of Ontario, developing significant expertise in professional regulation.

Ms. Bever began her legal career in Paris, France, specializing in civil and commercial litigation before moving to Canada. She is a member of the Association des juristes d’expression française de l’Ontario and has volunteered at the Centre francophone du Grand Toronto, helping French speakers prepare for the Canadian citizenship test.

Aissa Nauthoo is a lawyer and, since 2004, Director of Legal Aid, Employment and Settlement Services at the Centre francophone du Grand Toronto, practising immigration and poverty law. She is a member of the Common Law Honour Society of the University of Ottawa.

Ms. Nauthoo is dedicated to defending the language rights of French-speaking litigants before the courts. She is one of the founding members of La Maison, the shelter for French-speaking women in Toronto. She sits on the Provincial Advisory Committee on Francophone Affairs and the French Language Services Advisory Committee of the Legal Aid Ontario board.

Oureye Seck

Ms. Seck holds a graduate degree in applied development economics and a Master of Arts in project management from the University of Connecticut. A committed feminist, she has over 25 years of experience in the community sector, including 15 years managing operational and strategic programs in Canada.

Since June 6, 2022, Ms. Seck has been Executive Director of Entité 4 – French Language Health Services Planning. Her ambition is to contribute to the growth of women and French-speaking communities in Ontario.

Magali is the Executive Director of Centre Espoir Sophie, the only French-language drop-in centre for vulnerable women in Ottawa. She also sits on the advisory committee of AOcVF.

Over the past six years, Magali has dedicated her expertise in employability and program management exclusively to the French-speaking community sector, with a focus on supporting women. She holds a bachelor’s degree in sociology and a solid understanding of the feminist approach, intervention methods and crisis management. From 2017 to 2018, she was a front-line counsellor at La Maison.

Her commitment to women’s empowerment and the fight against all forms of violence is at the heart of her work. Every day, Magali strives to create an environment where women can rebuild, regain their dignity and their independence.

Julienne Kotto holds a Master II in Public Policy Management and a master’s degree in Environment and Sustainable Development, with a focus on governance.

She currently coordinates the Point d’Accueil Francophone d’Ottawa (PAF d’Ottawa), a program bringing together 10 French-speaking partners in the Ottawa region. Ms. Kotto works closely with French-speaking and francophile organizations in the region; her role is to create, develop and maintain lasting, solid partnerships with community organizations to facilitate the integration of French-speaking newcomers.

A doctor of human sciences with a passion for writing and research, Sandrine worked at Mount Sinai Hospital in Toronto as a researcher in epidemiology, oncology and molecular biology. She has been a school principal for several years and has made it her mission to help youth and families in difficulty.

Drawing on her experience, Sandrine believes in creating ideal, equitable and inclusive conditions, free from all forms of discrimination, for the growth and well-being of French-speaking communities in minority settings.

A committed feminist, Sandrine strongly advocates for strengthening women’s economic, psychological, social and political empowerment, to promote equitable power relations between the sexes within households and communities.
